How to configure the Nesica kof 98 UM and Kof 2002 UM, in English?

I've tried everything to configure Nesica's KoF 98 and 2002, so that the games are in English, 
but I can't do it.
I access "Test Mode" in both "TeknoParrot" and "game Loader", set in English,but the settings don't work, 
and the game continues in Japanese, does anyone know how to solve this?, please
