Just if this helps anyone, as said before, make sure you have vcredist / direct x / c++ installed, someone did a really good compilation reddit. Also if you recently upgraded your pc from 10 to 11 this might cause it to break. I downgraded my pc back to 10 and it runs fine again.

My original question was that I was stuck because I followed the guide without looking at the repack numbers. Just realised that for new players they only need to download the first link - 2024082700 from nyaa. Thanks OP I am new to this game and this is a great chance to try it out.

Sega Rally 3 - just to add if anyone needs help. Sega Rally 3\Rally\Config -->[Network] Cabinet ID = 1 or 2 Sega Rally 3\ShellData --> Twin Cabinet and [Network] Cabinet ID = 1 or 2 If using Windows 10 Subnet mask must be 24 (not 255.255.255.0) IP address as previously posted.
