Is this actually being rendered in 4:3, or is it being stretched to fit?

What PC specs are recommended for this? I have it installed on my arcade cabinet, but it runs choppy/ low fps. Arcade cab specs- Windows 10 pro i7-4790 3.6GHz 16GB RAM SSD AMD N81X7 ATI Radeon R7 350X 4GB PCI-E Video Graphics Card (for CRT emudriver)
